Roman Golyshev bc853e45e8 [FIR IDE] Do more precise extraction of the dispatcher receiver 
If the `candidateSymbol` is an extension, then it cannot be called with
an explicit dispatch receiver, because only the extension receiver
can be explicit in such case

Therefore, we consider `receiverExpression` to be a dispatch
receiver only if the `candidateSymbol` is not an extension

Yahor Berdnikau 4a7a0126f2 Decrease Kotlin daemon autoshutdown timeout to 30 sec 
Daemon spawned via buildSrc compilation is incompatible with other
compilations in Kotlin repo, as they use custom compiler classpath.

To reduce memory consumption (especially on CI), idle autoshutdown
timeout was reduced from default 2 hours to 30 seconds.
