At this point, `deepCopyWithVariables` is the same as
`deepCopyWithSymbols` except that the former doesn't call
`patchDeclarationParents`, which most likely produces incorrect IR in
some call sites.
`hasEqualFqName` is called from `hasAnnotation`, which takes more than
1% of total backend time, so it's important to avoid doing extra work
here.
It seems to be a quirk of the JS IR backend specifically that
`JsExport.Ignore` has incorrect IR parent structure here; for all other
backends, checking FQ name by traversing IR parents should work fine.

The default value of those properties is a detail that should be handled
by implementation or builder layer.
This change will also simplify auto-generating and reasoning about
generated implementation classes, and allow for potential further
enhancements like intercepting all mutations.

In Native and JS, there is a special logic where the compiler saves
a copy of inlined function (see `InlineFunctionsSupport`). This copy
is used in the IR inliner. Because of that, we can't really compare
inlined function with other functions directly. We need to
get `originalFunction` first and save it.
`originalCallee` is supposed to be the owner of the original call.
It can be a fake override, and in the inliner we are using actual
function with body. Apparently we can just stick with the resolved
function.

Substitution of type arguments to non-reified type parameters may lead
to accidental reification, which should not be done (see ^KT-60174 for
examples). So, we should erase them, except the few cases.

The reason of this change is to make messages (especially warnings)
that are reported by the KLIB resolver become visible to the end user.
This can be achieved to forwarding such messages to the appropriate
compiler's components such as
`org.jetbrains.kotlin.cli.common.messages.MessageCollector` and
`org.jetbrains.kotlin.ir.util.IrMessageLogger`.
Also: The default `DummyLogger` should be used as minimal as possible.
Because it just forwards messages to the standard output (console)
where they can remain unattended. When the compiler is executed
from the Gradle plugin such messages appear only in DEBUG Gradle's log.
