This annotation leads to conflicting overloads error supression,
in case where several function with the same argument types,
but different argument names are inherited from ObjC class.
We need to implement it in both K1 and K2 to make the IDE experience
better.
But the annotation itself wouldn't be available in K1.

This is needed because in case a static member is inherited via a Kotlin
class (class C in the newly added test), its origin becomes
FAKE_OVERRIDE which is technically not Java anymore. After this change,
we'll build fake overrides for static members from superclasses
regardless of whether they come from Java or Kotlin.
Also, move the previous logic of
isOverridableFunction/isOverridableProperty to the only call site at
IdSignatureFactory.

Before this commit, fir f/o builder was inconsistently
disabled in some places, while it should work only for lazy declarations
Attempt to use it for non-lazy declarations, without maintaining
invariant, that it would also be used for super classes
led to unpredictable results.
This commit introduces opt-in, and marks all related API to three types
* Propagate error to user
* Fine to use, as it's checked if ir f/o builder is enabled
* Fine to use, as it is definitely a lazy class.
Several cases of missing checks was fixed.

Currently, REDECLARATION is not reported if two conflicting declarations
are in different source sets (KT-59898). However, when it's fixed,
we want this test to keep testing the signature clash diagnostic,
and not fail because of unexpected REDECLARATION error.
For some reason type parameters end up in
`GlobdalDeclarationTable`, and thus we tracked them in
`IdSignatureClashDetector`, which wasn't right and confused the
diagnostic renderer that uses
`org.jetbrains.kotlin.resolve.MemberComparator` for sorting the
declarations to display in diagnostics. That comparator doesn't know
jow to work with type parameters.
Besides, type parameters, like many other types of declarations, are not
considered public wrt KLIB ABI, so there's no need to show
CONFLICTING_KLIB_SIGNATURES_ERROR for them.

Q: How resolved modality of an accessor affects expect/actual matching
algorithm of properties?
A: It's not expect/actual matching of properties, but expect/actual
matching of properties setter. Declarations (setters in our case) in
actual are allowed to have wider visibility but only if the
appropriate expect is `final`. Before this commit, all property
accessors were always `final` by mistake. After this commit, they
have the modality derived from their containingProperty.
Related problem: PositionStrategy for ACTUAL_WITHOUT_EXPECT can be
improved KT-65720
The fix in `resolveModality` is similar to how `resolveVisibility` works

Somehow we ended up in the state where we have two diagnostics which are
not covered by any tests in the project. This commit adds simple tests
for them.

As the result of the latest changes to stdlib, the muted test succeeds.
Thus "java.lang.AssertionError: Test contains MUTE_LL_FIR directive but
no errors was reported. Please remove directive".
It was decided to unmute the test for now until the compiler team
fixes the issue. See KT-65218
Show what kind of declarations exactly are clashing: functions,
properties, or fields.
This is so that diagnostics about clashing properties and fields are
distinguishable from one another, since properties and fields
are rendered the same way in those diagnostics:
The issue was that when rendering declarations in
the `CONFLICTING_KLIB_SIGNATURES_DATA` diagnostics, we sort them using
`MemberComparator`. That comparator falls back to comparing
declarations' renders if all previous checks were unsuccessful
(and in case of almost identical properties they are). The renderer that
the comparator uses also renders the properties' backing field
annotations, for which it calls `PropertyDescriptor#getBackingField`.
That method wasn't implemented in IR-based descriptors.
This is fixed by returning an instance of the new
`IrBasedBackingFieldDescriptor` class from that method.

The parameter, unlike other ones, should span the whole method, since
throughout the whole method it has some value and thus should be
visible.
