I'm going to deprecate `open val` case in the next few commits KT-57553.
But it is always possible to suggest using `final` for `open val` case.

BTW this commit accidentaly and partially fixes KT-57553 for K2, because
of a cleaner K2 architecture. I will unify MUST_BE_INITIALIZED behaviour
in K1 and K2 in the next commits
The change in `QualifiedNameResolution.kt` is
backed by `starImportOnTypeAlias.fir.kt` and
`javaStaticMembersViaTypeAlias.fir.kt`.
Note that referencing inner classes via type-aliases is
prohibited, but referencing enum entries is not.

this gives the following benefits:
1. no protobuf in memory, all data is already present in stubs
2. given that symbol provider for libraries is already stub based,
we can get rid of complicated code to find source psi by deserialized fir
3. it's also possible to reduce number of index access,
when fir is requested for given ktElement
This changes the logic so that Foo<T> is reported no matter if T is
reified or not. Even for Array<reified T> to align K2 with K1 logic.

This is a partial revert of 949a39b80f. In the end it turned out not
necessary to prohibit this case (and perform a breaking change), because
JVM backend was fixed to generate it correctly in d73d3c46e2.

value classes, and value classes may only
implement interfaces, we know everything
about their `equals`, hence we can
guarantee if it always returns `false`
for different value classes.

This commit fixes an inconsistency between
FirUnsupportedSyntheticCallableReferenceChecker and
UnsupportedSyntheticCallableReferenceChecker
In K1 such properties were not considered synthetic and are called
JavaPropertyDescriptor. That's why we need to do an additional check in
K2 checker, while in K1 we didn't need to do it

UnsupportedSyntheticCallableReferenceChecker only existed for K1,
because we wanted to release the feature for 1.9 and the feature should
have been working for K2 unconditionally. But since, we're postponing
the release until 2.1, we also need to port the checker from K1 to K2
Add a special annotation @JsExternalTypeArgument for
marking function parameters. The marked parameter
accepts an argument with an external type only.
