This commits introduces testdata changes, where NI behaviour strictly
improved, after several previous fixes.
For some tests, just WITH_NEW_INFERENCE directive was added. It
indicates, that some of previous commits first introduced error in that
test, and then some other commit fixed it (netting no overall testdata
change). It is preferrably to keep those annotations until we will
migrate to NI completely, to prevent unexpected regressions.
Private-in-file declarations conflict with public overload-equivalent declarations
in other files in the same package.
Move functions for grouping possible redeclarations to OverloadResolver
(since they are used only there).
Refactor redeclarations / conflicting overloads reporting.
Encapsulate everything that is needed in checkers into CallCheckerContext. Pass
an instance of this context instead of BasicCallResolutionContext to checkers.
Also pass an instance of the element to report errors on: this is useful
because before this, every checker had its own way of determining where should
the error be reported on. Some of them, for example, were not doing anything if
Call#calleeExpression returned null, which is wrong, see operatorCall.kt

Most of modifier diagnostic is expressed by REDUNDANT_MODIFIER, INCOMPATIBLE_MODIFIERS, REPEATED_MODIFIER, WRONG_MODIFIER_TARGET, WRONG_MODIFIER_PARENT.
A set of modifier diagnostics is not in use now (but not deleted yet).

* is only produced by ConstantExpressionEvaluator
* has additional flags (canBeUsedInAnnotation etc)
* has two implementations TypedCompileTimeConstant containing a constant value
and IntegerValueConstant which does not have exact type
* can be converted to ConstantValue

Sometimes it's allowed to parse "annotation" unescaped even if other annotations must be escaped.
A set of annotations and their options tests.
A swarm of existing tests fixed (mostly kotlin.annotation.annotation() added to txt-files).
STUB_VERSION increased. Some quick fixes slightly changed.
A lot of tests was changed to refactor deprecated syntax. Six new tests were added to check deprecated syntax detection.
