Allow IR Lazy functions in IR serialization ( #2661 )
...
Such function types are sometimes produced by serialization plugin and
are sublcasses of 'IrLazyFuncitonBase' and 'IrFunction'.
Interfaces for IrFunction and IrFunctionBase are identical anyway
