The API replaces 'KotlinCompilerIde' in the IntelliJ IDEA plugin.
Code moved to Analysis API as its K2 implementation severely depends on
the internal compiler API (FIR).
The API is going to be used in the JVM debugger evaluator, and in
the Bytecode Tool Window.
In this commit, only ordinary Kotlin are supported.
In later commits, there will be also support for 'KtCodeFragment' files,
as well as some test coverage.

It's not only unused, this dependency is conceptually wrong because
:compiler:frontend is K1 compiler but :analysis:analysis-api supposed to
be frontend independent

Meaningful semantic change was splitted into 5 commits to simplify the
change review. Sinle commit would be too big.

Note: Kotlin Maven artifacts (./gradlew publish) changed their
dependency on kotlin-reflect

Why: I'm going to replace source dependency on kotlin-reflect with
binary dependency. Normalize reflect dependency before global
processing.

This commit doesn't fix any issue except for "cleanup". If you find a
mistake in this commit feel free to revert part of it/the whole commit
I checked every module where I drop ':dist' dependency. Tests still pass
in those modules
