Split KotlinPsiElementFinderImpl into two classes: one is used in the
compiler (boolean field isCliFileManager previously handled that), the
other is used in IDE and possibly other non-CLI scenarios.

Also avoid a possible class cast exception in
KotlinJavaPsiFacade.knownClassNamesInPackage
