- Use a more generic `-Xallow-unstable-dependencies` instead of
  `-Xallow-jvm-ir-dependencies`
- Change `-Xir-binary-with-stable-abi` to `-Xabi-stability=stable`, with
  an additional option to specify `unstable` after a subsequent commit
  where JVM IR becomes stable by default
