This aligns the behavior with K1 and fixes an issue when the default
value was deserialized as FirExpressionStub leading to an exception
in FIR2IR when trying to convert it to an IR expression.

We are going to deprecate `WITH_RUNTIME` directive. The main reason
behind this change is that `WITH_STDLIB` directive better describes
its meaning, specifically it will add kotlin stdlib to test's classpath.
