Dmitriy Novozhilov f283f2db43 [FIR] Improve diagnostic reporting & don't use error symbol for candidate if possible 
Also introduce few new diagnostics:
- NONE_APPLICABLE more many inapplicable candidates
- HIDDEN for visible candidates
