Do not blank opt in for allowing kotlin package in all subprojects

-Xallow-kotlin-package must be specified explicitly to prevent
unintended declarations in kotlin package.

Use Plugins DSL in Kotlin Gradle scripts

When plugins DSL is used, there is no need to
manually generate typesafe accessors for extensions and
conventions (by running `./gradlew kotlinDslAccessorsSnapshot`).
