Dmitriy Novozhilov e6b5cb5216 [TD] Update diagnostics test data due to new test runners
Update includes:
- Changing syntax of `OI/`NI` tags from `<!NI;TAG!>` to `<!TAG{NI}!>`
- Fix some incorrect directives
- Change order of diagnostics in some places
- Remove ignored diagnostics from FIR test data (previously `DIAGNOSTICS` didn't work)
- Update FIR dumps in some places and add `FIR_IDENTICAL` if needed
- Replace all JAVAC_SKIP with SKIP_JAVAC directive

Mikhail Glukhikh de50f8aef3 FIR resolve: add partial support of extension lambda calls
Here we introduce ONLY_IMPLICIT_RECEIVER tower level
to support extension lambda calls on local variables,
and soften extension receiver checks to make such extensions visible & applicable.
Also here we try to map arguments twice for functional types

Dmitry Petrov 2b27e64fc8 Improve diagnostics for "not yet supported in inline"
- Tell user what exactly is not supported (e.g., local inline function)
- Reduce diagnostics range to a keyword or an identifier
  where appropriate
