Instead of generating these annotation classes as package-private on
JVM, serialize their metadata to the .kotlin_module file, and load it
when compiling dependent multiplatform modules.
The problem with generating them as package-private was that
kotlin-stdlib for JVM would end up declaring symbols from other
platforms, which would include some annotations from package
kotlin.native. But using that package is discouraged by some tools
because it has a Java keyword in its name. In particular, jlink refused
to work with such artifact altogether (KT-21266).

Sometimes IC raises compilation errors when rebuild succeeds.
This happens because IC uses serialized decriptors
for non-dirty files. Serialized descriptors can be different
from source file descriptors. For example, a source file
may contain an implicit return type or an implicit visibility
for overridden methods, but serialized descriptors always
contain explicit return types & methods' visibilities.
These problems can be solved by expanding a scope of incremental compilation
just after the analysis, but before error reporting & code generation.
In other words, we need to compare descriptors before error reporting and code generation.
If there are new dirty files, current round of IC must be aborted,
next round must be performed with new dirty files.
This commit implements IC scope expansion for JS Klib compiler

Lookup storage output files could differ for projects
with different absolute paths.
This happened because, paths for lookups were
relativized only before writing to the underlying storage.
Storing absolute paths in a hash table could
result in different order of adding files to the lookup storage.
This commit fixes the issue by sorting lookups and files in
LookupStorage#addAll

It was unclear what dirs were compared (e.g when rebuilding and
comparing caches dirs, it's not obvious which dir is "expected" and
which is "actual"). To improve this, compare resulting strings
with the placeholder for a root dir first. If the comparison fails,
then replace the placeholder with an actual directory and call
assertEquals.
Local aliases can be copied as-is to a different fragment now. Before this change we would have had to extract the local alias tag (if any) from the source fragment and add to the destination fragment name bindings.
Module references were stored as plain JsName's. When inlining a function
from one fragment to another, those references should be re-interpreted
in terms of the destination fragment. Storing the whole module information
makes that much easier.
Note that this change brings an incompatibility: `Array<Foo>::class`
will be seen as `Foo::class` by the old deserializer. We consider this
OK because the compiler never had any logic that relied on reading class
literal arguments correctly (otherwise it wouldn't have worked because
it could only see `Array<*>::class` before this commit), and the support
of annotations on types in JVM reflection is only available in the
upcoming 1.3 release (KT-16795)

Instead of adding new kind of types, we'll use flag to disambiguate
usual types from unsigned ones, this approach has two advantages:
- less changes in the metadata format
- it allows naturally extend format for unsigned arrays,
which will be supported later
