Call checker and declaration checker are used in order to preserve backward compatibility.
Attempt to use classifier usage checker was not good enouth,
since not all errors found with it would actually be reported before.
For example types and constructor calls don't cause supertypes to resolve,
so missing supertypes would not lead to errors in case they are the only use of class name.
Updated tests failing due to missing Java dependencies in superclasses.
There is added a new service named `SubstitutingScopeProvider`, that
provides factory that creates captured types and approximator for them.
In OI they are the same as before commit, for NI they are empty, because
that approximation interferes with NI algorithm
That service is injected into function descriptors and property descriptors
and used for creating `SubstitutingScope` with correct services
Also there is changed time when we approximate captured types in NI
(after all call checkers)

Also that commit removes usages of builtins inside
effect system and starts refactoring of functor
composition via composition instead of inheritance.
There are some changes in testdata related to inference of recursive
functions with implicit return types.
After this commit they all are marked as unresolved. It happens because
those functions have DeferredType as return type, and computing this
type produces recursive exception, which provides “typechecker
recursive problem” diagnostic.
Before this commit, function call was completed successfully, because
call completer didn’t computed that type, and computation of DeferredType
were triggered only in `DataFlowAnalyzer.checkType`.
Now, effect system tries to compute that type while wrapping KotlinTypes
into ESTypes, and effect system itself is triggered in in call completer,
so, call completion doesn’t finish and function call is marked as unresolved.

Expression will be checked against expected type later.
Theoretically, this is not very good, but it aligns with the old
inference, plus it helps avoiding multiple type mismatch diagnostics.
This can happen e.g. if all supertypes were on the cycle (A : B, B : A)
-- then SupertypesLoopChecker will cut all supertypes that are on cycle,
leaving set of supertypes empty.
Some clients in the compiler are not ready to work with empty list of
supertypes -- notably, CommonSupertypes.

This commits introduces testdata changes, where NI behaviour strictly
improved, after several previous fixes.
For some tests, just WITH_NEW_INFERENCE directive was added. It
indicates, that some of previous commits first introduced error in that
test, and then some other commit fixed it (netting no overall testdata
change). It is preferrably to keep those annotations until we will
migrate to NI completely, to prevent unexpected regressions.
Usually, we have only CapturedType with such constructor.
We should prevent creation such types in the future (KT-16147).
Also added test for KT-14740 where this problem originally appears.
