Adding these dependencies to the `api` configuration pollutes classpath for each dependant modules even if it doesn't need them. Instead, the dependencies should be declared more granularly if they're required

The `kotlin-test` dependencies are left untouched as changing them affects publications, thus these versions are independent from the used inside our build

Why replace source to binary: to get rid of kotlin-reflect in Kotlin
plugin artifact KTIJ-22276
Note: Kotlin Maven artifacts (./gradlew publish) changed their
dependency on kotlin-reflect
This exception is happening on build configuration trying to remove
default jar task artifacts from published one. I've set 'jar' task
to be always disabled instead and just add shadow jar to artifacts.
* Make IntelliJInstrumentCodeTask compatible with configuration cache
* Make CoreXmlShadingTransformer compatible with configuration cache
* Make :kotlin-reflect:relocateCoreSources compatible with configuration cache
* Copy some properties to not capture it's owning object into lambda to support configuration cache
Relates to #KT-44611
* Make `clean` task compatible with configuration cache
* Make Java compile instrumentation compatible with configuration cache
* Make settings.gradle compatible with configuration cache
* Initial work on making IntelliJInstrumentCodeTask compatible with configuration cache
* Make writeStdlibVersion task compatible with configuration cache
* Copy some properties to not capture it's owning object into lambda to support configuration cache

With gradle > 5.0 `publish()` helper call should be done before
`noDefaultJar()` or any other artifact hacks, otherwise singing plugin doesn't sign any jars
"kotlin-reflect" is a shadow jar which breaks incremental compilation
to avoid non-incremental builds, project should add
* `compileOnly` dependency on ":kotlin-reflect-api"
* `runtimeOnly` dependency on ":kotlin-reflect"
* `runtime` dependency is not recommended because it leaks into compile
* classpath
through transitive dependencies
the task takes a jar an a shading task (like the one that creates embeddable
compiler) and rewrites jar's dependencies to the shaded ones according the
the shade task.
