While not beeing final solution, this is closer to what
we want to have in the end. Enabling on non-JVM targets
would help better testing.
Enabling in JVM is now not possible yet, as some of the bugs are
not fixed yet (check KT-61360 for details)

This doesn't reduce the quality of tests, because the flags are still
printed for declarations themselves. We only omit them in references.
However, this makes the tests more compatible with non-JVM backends
(see KT-58605), because flags of referenced stdlib declarations may
differ among target platforms.
Move collectionStubMethodLowering before jvmInlineClassPhase, and make
them interact properly.
Note that some issues still remain in inline class <-> special bridges
interaction.
