[FIR] Ignore anonymous functions during annotation argument phase
...
Anonymous functions (lambdas) are not allowed as annotation arguments.
However, because it is still possible to parse code written this way, it
must be handled without exception. So ignore these expressions when
processing annotation arguments.

Add EnumEntries to minimal-stdlib-for-tests

This change allows to revert adding `WITH_STDLIB` directive
to tests which happened at `a9343aeb`.

FIR: add mapping to partially resolved arg list
...
Initially I tried adding `mapping` field to `FirArgumentList` but it
seems to be very difficult to make it flexible enough to do what I want.
So instead, I am creating a `FirPartialResolvedArgumentList`, which
seems to be very simple.

[TD] Update diagnostics test data due to new test runners
...
Update includes:
- Changing syntax of `OI/`NI` tags from `<!NI;TAG!>` to `<!TAG{NI}!>`
- Fix some incorrect directives
- Change order of diagnostics in some places
- Remove ignored diagnostics from FIR test data (previously `DIAGNOSTICS` didn't work)
- Update FIR dumps in some places and add `FIR_IDENTICAL` if needed
- Replace all JAVAC_SKIP with SKIP_JAVAC directive

"annotation" is now parsed as an identifier. It is no longer a soft keyword.
...
Sometimes it's allowed to parse "annotation" unescaped even if other annotations must be escaped.
A set of annotations and their options tests.
A swarm of existing tests fixed (mostly kotlin.annotation.annotation() added to txt-files).
STUB_VERSION increased. Some quick fixes slightly changed.
