Substitution of type arguments to non-reified type parameters may lead
to accidental reification, which should not be done (see ^KT-60174 for
examples). So, we should erase them, except the few cases.

The patch adopts and reuses the optimizations from the legacy backend.
The optimizations remove useless temporary variables,
statements and simplify generated JS code.
The optimizations can be disabled by `-Xoptimize-generated-js=false`.

We already have stepping tests for Kotlin/JVM.
They are helpful for testing the correctness of the generated
debugging information.
They are better than line number tests in that they allow to test the
_behavior_, not the generated data. The structure of the data may change
even if the behavior stays the same. For that reason, stepping tests
are more stable.
E.g. in `x + f()` where `f` is an inline lambda, the instructions for
`+` should have the line number of that expression (while previously
they instead had the line number of the last line of the lambda).

The JVM BE inlines calls to the underlying function in a $default stub
verbatim, e.g., without renaming LVT entries or regenerating anonymous
objects. This commit introduces the same behavior in the JVM IR BE.
