We are going to deprecate `WITH_RUNTIME` directive. The main reason
behind this change is that `WITH_STDLIB` directive better describes
its meaning, specifically it will add kotlin stdlib to test's classpath.
Unfortunately, the same testdata is used in IDE, so we should change
testdata in compiler repo and this will affect IDE repo.
This commit is the cherry-pick of commits from IDE repo:
