[FIR] Improve diagnostic reporting & don't use error symbol for candidate if possible

Also introduce few new diagnostics:
- NONE_APPLICABLE more many inapplicable candidates
- HIDDEN for visible candidates

Reapply "Only create descriptors for candidates with lambda args"

A lot of testdata changed because significanly less (error) descriptors
are created for unresolved types, so diagnostics became different.
