Remove dependency of 'resolution' on 'deserialization'
...
Replace it with a dependency on 'descriptors'.
Move the existing marker interface ContractProvider to 'descriptors',
and create a new marker interface DeserializedDescriptor.

Use Plugins DSL in Kotlin Gradle scripts

When plugins DSL is used, there is no need to
manually generate typesafe accessors for extensions and
conventions (by running `./gradlew kotlinDslAccessorsSnapshot`).
