Svyatoslav Scherbina f766a3eae4 Optimize CPointer.toKStringFromUtf8 on Native 
Use strlen and stop allocating intermediate ByteArray
to make the performance comparable to ByteArray.decodeToString().

Partially fix KT-44357.
