Add ability to ignore test for backend w/o checks
It used for the tests from this commit becouse they was failing during setup.

Replaced when appropriate 'TARGET_BACKEND: JVM' -> 'IGNORE_BACKEND: JS'. Enabled some succesfully working decompiledText tests.
