JVM_IR: Use direct field access instead of calling certain accessors.
...
Final default properties accessors that access a backing field
on the same class can be replaced by direct field use.
Perform the optimization late in the pipeline to allow lowerings
to expose more opportunities for optimizations.

JVM_IR: move const initialization handling to lowering

Had to edit some bytecodeText tests to account for the fact that JVM_IR
no longer generates explicit initializations for ConstantValue fields,
but NoConstantValueAttributeForNonConstVals is not the default yet.

Remove LANGUAGE_VERSION from non-coroutine codegen tests
...
Most of these tests used this directive as a way to opt in to a new
language feature, and most of those features are already stable for a
long time, so no opt-in is needed. Some other tests used the directive
to opt out from a language feature, replace those by the `LANGUAGE`
directive. One test used the directive to test behavior that actually
depended on the API version; use `API_VERSION` directive there instead.

Fix constant expression inlining logic

Constant expressions are inlined if they do not depend on non-inlineable
vals.
Java constants are always inlined.
Kotlin constants are inlined in LV 1.1+.
