Svyatoslav Kuzmich 2e26b0956e [Wasm] Improve stability of wasm import names across compiler runs 
Remove code generation for external fake overrides
Fake overrides are resolved to real declaration on call sites
This also removes generation of unused
"equals", "hashCode" and "toString" methods.
Avoid using hashes of IrType in generated code
because they are unstable

The JsAllowValueClassesInExternals feature is enabled explicitly,
because otherwise it's enabled
implicitly depending on the backend. See:

A property may have a fake source return kind, while its accessor
has a real source kind. In this case we can't "just copy"
the property return type down to the accessor.

@library is an internal annotation used in legacy stdlib to expose
declarations written in JS.

IR BE based stdlib will not include JS code thus annotation will not
be supported.
