Add ReadWriteAccessCheckerFirImpl class

ReadWriteAccessCheckerFirImpl class is ReadWriteAccessChecker
implementation for FIR. We register it for both stand-alone and test
analsys. It is used by KotlinFirReferenceContributor.kt to check the
synthetic Java property.
