Ivan Kylchik	c7435ba760	Replace all occurrences of `WITH_RUNTIME` with `WITH_STDLIB` We are going to deprecate `WITH_RUNTIME` directive. JVM IR: fix regression in JvmStatic-in-object lowering for properties

References to properties with JvmStatic getter were not handled in
MakeCallsStatic (by overwriting dispatchReceiver with null) because the
property itself was not considered static.
