When a call is resolved to a classifier, only a single error message was
being used for multiple cases. This lead to confusion as the default
message may not be applicable to a given error case. Added additional
errors and messages to distinguish between these error cases.

UnsupportedSyntheticCallableReferenceChecker only existed for K1,
because we wanted to release the feature for 1.9 and the feature should
have been working for K2 unconditionally. But since, we're postponing
the release until 2.1, we also need to port the checker from K1 to K2
Update includes:
- Changing syntax of `OI/`NI` tags from `<!NI;TAG!>` to `<!TAG{NI}!>`
- Fix some incorrect directives
- Change order of diagnostics in some places
- Remove ignored diagnostics from FIR test data (previously `DIAGNOSTICS` didn't work)
- Update FIR dumps in some places and add `FIR_IDENTICAL` if needed
- Replace all JAVAC_SKIP with SKIP_JAVAC directive
