Template itself is updated frequently and should be added by CI
configuration.
Generated reference has versioning support. Older generated references
should put into:

Actually we don't need javadoc generation for our internal stuff like
':kotlin-gradle-plugin'. But ':kotlin-gradle-plugin-api' is a public api
and should have properly generated javadocs.

This will include Internal* and *Experimental annotations for the
Kotlin Gradle Plugin. The separate module is proposed, so that
additional modules can use those annotations without
a dependency to the full kotlin-gradle-plugin-api module
(see -idea modules)

Simplifies and make it aligned with official documentation, which
removes some old workarounds. Additionally, it enables publication of
Gradle metadata file, which is required for plugin variants feature
support.
Instead of using 'gradleApi()' as Gradle API dependency, which provides
build current Gradle version api, now setup is using
"dev.gradleplugins:gradle-api" artifacts with specific Gradle version.
This allows to have more fine-grained Gradle support for removed apis.

Ensure that Gradle plugin dependencies do not include kotlin-stdlib,
kotlin-reflect and other dependencies that are provided by Gradle
runtime.

The language/API version restriction here is to make sure the code works
with Gradle of earlier versions, but all versions of Gradle that we
support already depend on Kotlin 1.3+.
The kotlin-native-shared artifact includes API allowing
us to work with K/N platforms, hosts, distribution etc.
This patch replaces a dependency on kotlin-native-utils
containing copies of such classes with a dependency on
published kotlin-native-shared in the Gradle plugin and
bundles kotlin-native-shared into the Gradle plugin jar.
With gradle > 5.0 `publish()` helper call should be done before
`noDefaultJar()` or any other artifact hacks, otherwise singing plugin doesn't sign any jars
