[FIR] Save IR dumps to .ir.txt files instead of .txt in tests
...
This is needed to avoid clashes between different dumps from different
handlers

Psi2IR: workaround for IR-based descriptors

Since KotlinTypes involving IR-Based descriptors are distinct from KotlinTypes
involving original descriptors of the same declarations, subtyping check
breaks in InsertImplicitCasts.
