[FIR] Check for setter visibility in resolution stage
...
This is required for the following commit where candidates from the
original scope in presence of smart cast will not be ignored if they're
the same symbol.

[FIR] Improve diagnostic reporting & don't use error symbol for candidate if possible

Also introduce few new diagnostics:
- NONE_APPLICABLE more many inapplicable candidates
- HIDDEN for visible candidates
