This uses the same approach as
INFERRED_TYPE_VARIABLE_INTO_EMPTY_INTERSECTION where we use a visitor
to find a call to a symbol that contains the type variable in question.

This directive anyway does not make test run twice with OI, and with NI
It only once run the test with specific settings (// LANGUAGE)
and ignores irrelevant (OI or NI tags)
It might be necessary for cases like
run @l1{
run {
if (...) return@l1 1
}
}
"if" is a synthetic call, but without candidate since there's just one branch
But return@l1 1 is incomplete because it's resolved in dependent context
and "1" is hang incomplete integer literal
Type parameters can't be specified explicitly for special constructions.
Reporting this error does not help fixing the cause of it and needlessly
reveals implementation details.
