Added a new FIR based checker for both FINITE_BOUNDS_VIOLATION and
FINITE_BOUNDS_VIOLATION_IN_JAVA errors. Implementation copied from the
existing descriptor based checker with some minor changes.

This directive anyway does not make test run twice with OI, and with NI
It only once run the test with specific settings (// LANGUAGE)
and ignores irrelevant (OI or NI tags)
