Alexander Udalov a95375cd9f JVM IR: extract separate module backend.jvm.codegen 
The main benefit is that now lowerings and codegen are compiled in
parallel, which speeds up the build. Hopefully, this will also improve
incremental compilation in case of implementation changes because the
rest of the compiler (cli & tests) has no "api" dependency on lowerings
and codegen.

Alexander Udalov 7efc9dac9b JVM IR: extract lowerings to a separate module 
Together with extracting codegen to a separate (unrelated) module in the
future, hopefully it'll speed up the build of JVM IR by making it more
parallel, and helping incremental compilation to avoid recompiling code
that depends on lowerings because of `implementation` dependency.

Alexander Udalov 566f97ae3e JVM IR: remove dependency of 'backend.jvm' on 'psi2ir', 'ir.serialization.jvm' 
Add a new module 'backend.jvm.entrypoint' which depends on psi2ir and
contains code that runs psi2ir + JVM IR backend with serialization
implementations.

Hopefully this will allow to compile these modules in parallel and
reduce the build time.
