This is a minor optimization.
This commit is a step forward for KT-62590
Conceptually, `checkClassScopesCompatibility` belongs to the
"expect-actual checker". It doesn't belong to the "expect-actual
matcher".
- `checkClassScopesCompatibility` should be set to `true` when you want
to do the "checking"
- `checkClassScopesCompatibility` should be set to `false` when you want
to do the "matching"
`collectActualCallablesMatchingToSpecificExpect` only needs the
"matching"

`stickyPostconditions` are such conditions that are checked
every time after applying when a new lowering finishes its execution.
Right now we are using them only in JVM, and this is a blocker
for adopting Native approach for lowering execution.
In Native we are using
`SimpleNamedCompilerPhase<in Context : LoggingContext, Input, Output>`
as the common super type for all lowerings. Here we have `Input` and
`Output` that can potentially be different and `stickyPostconditions`
don't have much sense in that case.
Split it to 4 functions for clarity: resolveFakeOverride,
resolveFakeOverrideOrFail, resolveFakeOverrideMaybeAbstract,
resolveFakeOverrideMaybeAbstractOrFail. Remove/inline duplicated
utilities and remove unused parameters.
In IR interpreter we have "preprocessors". Preprocessor is a
transformer that changes IR expressions in a way that we can
interpret them at least partially.
We have two places where interpretation is happening:
1. Right after fir2ir where we evaluate only strictly necessary
expression for `const val` and annotations.
2. In lowering for every backend where we are doing some
constant folding.
Earlier, to avoid double work, we didn't launch preprocessors
in backend if we were using K2. But this approach breaks compilation
for MPP projects where one module is compiled with K1 into klib
and the overall project is compiled with K2. On the backend side,
we are mistakenly assuming that preprocessors were launched, but they
were not.
The solution is to run preprocessors only on the backend side. If we
think about it, interpretation on fir2ir doesn't require any
preprocessing because we are working only with expressions that are
correct and must be fully evaluated.

When files from different IrModules are merged in IrActualizer
their IrModule link was not updated. This led to assuming them
as different modules, and incorrect internal visibility handling.

Reporting of those errors was implemented as an ad-hock solution for part
of the KT-58881, and it was implemented incorrectly. There won't be any
need in this reporting in actualizer after KT-58881 will be fixed, so
there is no actual sense to fix their implementation in actualizer itself
(as it will be removed)
Unresolved annotation arguments were treated as absent arguments,
which lead to false-positive reports.
Add assert and test for that and fix.

This includes checking of annotatins set on:
- value parameter types
- type parameter bound types
- extension functions receiver types
- function return types
- class super types
Fix in `defaultParams_inheritanceByDelegation_positive.kt`
is needed because of problem in resolution of implicit return types
(KT-62064), which leads to crash in annotation checker, because it
expects resolved return type.

Now it's responsibility of the
`createExpectActualTypeParameterSubstitutor` calller to think about the
case when parameters size isn't equal. You must not be able to create a
substitutor if type parameters sizes are not equal
Improvement in `createExpectActualTypeParameterSubstitutor` API also
improves
`AbstractExpectActualCompatibilityChecker.getCallablesCompatibility`
API.
Because suppose that you accidentally created a redundant wrapping
substitutor => you need to handle the case of not equal type parameters
size on the call site => you start thinking why you should do that on
the call site? It must be a responsibility of
`getCallablesCompatibility` => you realize that you created a redundant
wrapping substitutor
Extract the common logic of remapping fake overrides into a function.
Also, slightly change behavior of the check to be stricter: now it's
using `as S?` instead of `as? S`, which means that if the remapped
symbol is present in `fakeOverridesMap`, then it must be of the same
type.
...actualized via typealias. This caused false-positive report of
`ACTUAL_ANNOTATION_CONFLICTING_DEFAULT_ARGUMENT_VALUE`.
In such case it's incorrect to compare signatures, because classes have
different `ClassId`s. Instead, classes could be compared using
`areCompatibleExpectActualTypes` which actualizes both types, and
then enum value names compared.

Now there is separate class encapsulating logic about how to build
fakeOverrides and one encapsulating logic of which classes
do need building fake overrides.
This also allows to untie strange inheritance dependencies.

It's implemented as IR checker because in K2 constant expressions are
evaluated on backend. FIR diagnostic removed because isn't needed.
"annotationViaActualTypeAlias" test has no `// FIR_IDENTICAL` because
diagnostic reported on entire typealias declaration instead of its name.
This is because in IR+LightTree we have only offsets, so can't navigate
to typealias name element.

This is needed because new IR checker will be addded in subsequent
commits.

There is IDE quick fix which suggests to copy mismatched annotation
from `expect` to `actual` (see KTIJ-26633). It needs to find
`actual` PsiElement where to add annotation. Before previous commit, it
was easy - just get source of `Incompatibility.actualSymbol`.
After previous commit, the problem might be in value parameter, while
`actualSymbol` would contain function symbol. This is solved by adding
new field `Incompatibility.actualAnnotationTargetElement`.
`SourceElementMarker` introduced, because it's needed to be used in
abstract checker. Existing `DeclarationSymbolMarker` doesn't fit
because in next PR for this issue annotations set on types will be reported,
and types are not declarations.

`FakeOverrideBuilder.provideFakeOverrides` recursively changes overrides
for all superclasses in the hierarchy, including lazy IR, which is a lot
of extra work.
Also it leads to some tests failing in the IR fake override builder mode
because it changes correct fake overrides of Java classes to incorrect
ones. Those tests are unmuted but it doesn't mean they are fixed -- most
likely we'll generate fake overrides via IR for lazy IR too, at which
point they'll start to fail again.
