Alexander Udalov 91c39ed01c Build: remove obsolete compiler arguments 
These compiler arguments enable features which are enabled by default in
the current Kotlin anyway.

The only exception is in :compiler:cli which uses an old language
version.

Alexander Udalov eff13d24dc Remove unneeded language feature configuration from fir:tree 
It causes a verbose warning to be displayed on each build. Inline
classes are enabled by default since Kotlin 1.5, so this configuration
is no longer needed.

Svyatoslav Kuzmich cf228bebc3 Use static year range in copyright of generated FIR and tests 
Dynamically calculating a year is problematic, especially in cases like
FIR where generation happens in every build. When you are working on a
last year's commit, each build creates a bunch of uncommited
 changes of updating the year in copyrights.

them to compile in parallel.

Alexander Udalov b6fdc96994 Reverse dependency 'psi' <-> 'frontend.common' 
Move ParseUtils to 'psi', and ImportPath to 'frontend.common'.

Now 'psi' depends on 'frontend.common', and that allows to remove
dependency of 'fir:tree:tree-generator' on 'psi', allowing the former to
compile in parallel with the old frontend code.

IDEA makes all JavaExec tasks not up-to-date and attaches debugger making our breakpoints trigger during irrelevant task execution
