Fix warnings in js-ir/runtime/jsIntrinsics.kt

Suppress "UNUSED_PARAMETER" to fix compilation warnings. Also suppress
"unused" to make the file less yellow in the IDE.

Also enable `-Werror`, unless Gradle property
`kotlin.build.disable.werror` is set to true.
