Publish serialization plugin as kotlin-serialization-compiler-plugin

With this change it will have consistent naming with other compiler plugins.

'-embeddable' was also renamed.

'dist' should contain two identical jar files:
- 'serialization-compiler-plugin.jar'
- 'kotlinx-serialization-compiler-plugin.jar'
