KT-16264 Forbid usage of _ without backticks

Browse Source 
Forbid underscore-only (_, __, ___, ...) names as callees and as types.

If CHECK_TYPE directive is on, filter out UNDERSCORE_USAGE_WITHOUT_BACKTICKS messages.
