K2: Run completion-writer related PCLA tasks for irregular call kinds

- For synthetic calls
- For delegated constructor calls

Also, I checked that for each toResolvedReference() (beside annotations)
that converts candidate to the resolved reference,
we run `runPCLARelatedTasksForCandidate()` in the same context.
