[FIR] KT-53371, KT-53519: Fix annotations arguments mapping

AnnotatedParameterInInnerClassConstructor.kt

The muted tests don't work with the (KT-53371, KT-53519)-related
changes. During this test happens an attempt to access unresolved
annotations via CustomAnnotationTypeAttribute.
