FIR: Report UNSAFE_INFIX_CALL for all infix-style calls, even if the

candidate is not an infix function.

This mirrors FE 1.0 (see
`AbstractTracingStrategy.reportUnsafeCallOnBinaryExpression()`) and
allows consistent handling for quickfixes on infix calls.
