K2 JVM: Take JVM declarations conflicting error back

Since SimpleDiagnosticsCollectorWithSuppress have been replaced by PendingDiagnosticsCollectorWithSuppress after commit 9add6f3d55, diagnostics need to be committed now. #KT-54366 Fixed
